Job Description:
Description Prescient Edge is seeking a Mid G35 Targeting
Analyst - HUMINT Targeting Specialist to support a Federal
government client. As a Mid G35 Targeting Analyst - HUMINT
Targeting Specialist, you will: Conduct intelligence analysis to
enable the development of HUMINT and counterintelligence efforts
based on established analytical tradecraft methodologies and unit
collection and targeting strategies. This intelligence analysis
should provide the detailed analysis necessary to support current
and future, full-spectrum operations Conduct analysis to prioritize
topics and requirements and present this analysis in a weekly
report. Efforts recommended as a priority should align with INSCOM
plans and operations Facilitate the INSCOM Targeting Coordination
Board on a monthly basis, including scheduling conference rooms,
consolidating briefings, taking notes, and disseminating executive
summaries Attend targeting meetings (estimated once per week)
hosted by INSCOM Major Subordinate Commands Conduct analytical
exchanges and engagements (estimated once per week) Identify
critical vulnerabilities to U.S. Army interests Identify new CI
target sets and nominate targets to the High Payoff Target List
(HPTL) Provide training on the targeting process to INSCOM action
officers on a monthly basis. Training shall include relevant
material within ATP 3-60 (Targeting), JP 3-60 (Joint Targeting),
ATP 3-60.1 (Dynamic Targeting), ATP 2-01.3 (Intelligence
Preparation of the Battlefield/Battlespace), G3 Targeting SOP,
INSCOM-specific issues, and legal and operational restrictions on
target nominations Advise INSCOM G35 on the targeting process

security clearance Must be a graduate of any of the following
Military Department Intelligence Certifying Courses: Army (Officer)
– Military Intelligence Captains Career Course or Service
Equivalent. Additional Skill Identifiers in an intelligence field
are desired. Army (Warrant) – 350F Course or Service Equivalent.
Completion of Warrant Officer Intermediate Level Education and/or
Additional Skill Identifiers in an intelligence field are desired.
Army (Enlisted) – 35F Course or Service Equivalent. Completion of
Senior Leaders Course and/or Additional Skill Identifiers in an
intelligence field are desired. On-the-job training – acquired
through DoD joint service equivalent, or civilian 0132, 1811
experience as intelligence or targeting analyst in OCONUS DoD
environment, providing intelligence analysis and targeting
experience in support of military operations Minimum of 8 years of
experience in Collection Management (3 years or more) and
All-Source Analysis (3 years or more). Creditable experience in
these distinct fields cannot be combined to meet the minimum total
years of experience. College education does not substitute for
experience. Understanding of intelligence cycle, collection
management cycle, targeting cycle, and intelligence analytic
techniques including trend and pattern analysis, geospatial
analysis, link analysis, and network or social network analysis.
Understanding of intelligence support/role in the MDMP Experience
with data processing systems, such as DCGS-A, CIDNE, and SIPRNET
and JWICS search engines Possess strong research and writing skills
Must be willing to undergo and successfully complete a
counterintelligence-scope polygraph examination with No Deception
Indicated (NDI) on a pre-appointment and periodic basis Strong oral
and written communication Ability to clearly express oneself
verbally Ability to write in a clear, concise manner Ability to
work independently or as part of a team Demonstrated working
knowledge of the concepts involved in the specific functions
outlined in the specified labor category description Knowledgeable
of and demonstrates ability to apply Intelligence Community (IC)
and DoD classification guidelines and procedures Demonstrated
ability to work semi-independently with oversight and direction
Demonstrated ability to use logic when evaluating and synthesizing
multiple sources of information Demonstrated understanding of
interpreting analysis to include, but not limited to, its meaning,
importance, and implications Demonstrated ability to defend
analytic judgements with sound, logical conclusions and adapt
analytic judgments when presented with new information, evolving
conditions, or unexpected developments Demonstrated ability to
produce timely, logical, and concise analytic reports, documents,
assessments, studies, and briefing materials in formats including
Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.),
electronic/soft copy matrices, and/or web-enabled formats
Demonstrated ability to communicate complex issues clearly in a
concise and organized manner, both verbally and non-verbally, with
strong grammar skills Demonstrated proficiency using Microsoft
Office tools Demonstrated ability to develop structured research
including, but not limited to, obtaining, evaluating, organizing,
and maintaining information within security and data protocols
Demonstrated ability to recognize nuances and resolve
contradictions and inconsistencies in information Demonstrated
working knowledge using complex analytic methodologies, such as
structured analytic techniques or alternative approaches, to
examine biases, assumptions, and theories to eliminate uncertainty,
strengthen analytic arguments, and mitigate surprise. Structured
analytic techniques include, but are not limited to, analysis of
competing hypotheses, devil's advocacy, high-impact/ low-impact
analysis, red team analysis and alternative futures analysis
Demonstrated understanding of intelligence collection capabilities
and limitations, to include but not limited to, technical
sensors/platforms and human intelligence sources related to the
position Demonstrated understanding of evaluating collected
intelligence reporting, engaging with collection managers, and
developing collection requirements Demonstrated comprehensive
mission knowledge and skills that affirms completion of all
developmental training and experiences for the labor category.
Demonstrated ability to communicate understanding from information
that may be incomplete, indirect, highly complex, seemingly
unrelated, and/or technically advanced Demonstrated ability to
structure analysis based on trends in reporting and a range of
analytic perspectives from other analysts, organizations, and
intelligence disciplines Demonstrated ability to work independently
with minimal oversight and direction Demonstrated ability to
collaborate and work with other IC members on information sharing,
driving collection, and addressing analytic disputes and conflict
resolution Demonstrated ability to develop concise, insightful, and
comprehensive products for defense intelligence Demonstrated
ability to lead teams in researching multifaceted or critical
problems Ability to provide guidance in selecting, designing, and
applying analytic methodologies Ability to use argument evaluation
