Job Description:Role Summary/Purpose:Synchrony seeks to hire a
Vice President of Government Affairs. Reporting to the SVP of
Government Affairs, this person would protect and promote Synchrony
before the federal government and assigned state governments, while
building coalitions and working with allies nationwide. This role
will primarily focus on representing Synchrony's interests in the
health and wellness sector.Essential Responsibilities:Understand
Business Priorities:
- Develop a strategic government affairs plan that prioritizes
issues and shapes public policy to support the company's advocacy
and reputation agenda primarily focused on Synchrony's CareCredit
business.
- Partner with subject matter experts at Synchrony to drive the
creation of corporate positions on pending health and wellness
financing legislation and regulation
- Provide accurate, timely and insightful responses and analysis
regarding various health and wellness projects and initiatives
- Apprise senior management relative to pertinent legislative
issues and other external factors that could affect Synchrony's
CareCredit businessPerform Legislative Tracking and Analysis:
- Identify at an early stage, quantify, and prioritize emerging
health and wellness legislation that will affect Synchrony
- Review legislation and develop appropriate action plan to
communicate to appropriate internal health and wellness business
leaders and external customers any potential legislative threats or
trends
- Develop policy positions drawing on a deep understanding of
both the political landscape and Synchrony business priorities
- Monitor activities of the assigned state agencies and
legislatures that would potentially impact financing in the health
and wellness industry; alert and advise leadership on emerging
opportunities and concerns
- Prepare communications to key stakeholders (employees, public
officials, etc.) to communicate pertinent issuesDevelop and
Implement Strategic Plan:
- Understand and articulate in a compelling way the Synchrony
position on key legislative issues
- Build and maintain meaningful relationships with assigned
public officials and staff
- Represent the company in meetings with assigned public
officials and staff
- Manage government affairs consultants as necessary
- Ensure all activity is compliant with applicable federal and
state lobbying laws
- Identify, coordinate and build relationships with federal and
state banking and health related trade associations, coalitions,
relevant consumer groups, and legislative organizations as
assigned
- Participate in and manage multiple industry coalitions to
deliver policy results for Synchrony and our customers
- Travel for meetings with public officials, coalitions, and
organizations as assigned
- Direct and supervise lobbying efforts to advance legislative
and regulatory objectives and protect company's interests from
adverse public policy
- Prepare and submit presentations, testimony and other official
materials to relevant decision-makers to advance specific policy
goals and objectives
- Participate in the management of designated state and national
organizations and associations as primary company
representative
- Develop industry-wide coalitions and support significant
grassroots campaigns relating to key issues
- Develop actions plans and implement activities that will
mitigate negative impact or facilitate positive policy
changeQualifications/Requirements:
- Bachelor's degree plus 5+ years federal or state government
experience and/or government affairs experience, or in lieu of
degree 10+ years equivalent and relevant experience
- In-depth knowledge of the federal and state legislative
process
- Experience working with elected officials, industry
associations, and corporate executives
- Experience in engaging with government officials and entities
such as preparing and testifying in front of state legislation
committees
- Willing and able to travel
- Position is based in Washington DCDesired Characteristics:
- A proven record of accomplishment in advancing and promoting
important issues through the federal and state legislative and/or
regulatory process
- An interest in health and wellness policy regulation and
legislation
- Advanced degree preferred
- Ability to lead advocacy efforts to achieve legislative
goals
- Excellent written and oral communications skills
- Ability to function independently
- Strong presentation skillsGrade/Level: 14The salary range for
this position is 150,000.00 - 250,000.00 USD Annual and is eligible
for an annual bonus based on individual and company
performance.Actual compensation offered within the posted salary
range will be based upon work experience, skill level or
knowledge.Salaries are adjusted according to market in CA, NY Metro
and Seattle.Eligibility Requirements:
- You must be 18 years or older
- You must have a high school diploma or equivalent
- You must be willing to take a drug test, submit to a background
investigation and submit fingerprints as part of the onboarding
process
- You must be able to satisfy the requirements of Section 19 of
the Federal Deposit Insurance Act.
- New hires (Level 4-7) must have 9 months of continuous service
with the company before they are eligible to post on other roles.--
Once this new hire time in position requirement is met, the
associate will have a minimum 6 months' time in position before
they can post for future non-exempt roles.-- Employees, level 8 or
greater, must have at least 18 months' time in position before they
can post.-- All internal employees must consistently meet
performance expectations and have approval from your manager to
post (or the approval of your manager and HR if you don't meet the
time in position or performance expectations).Legal authorization
