Job Description:
POSITION SUMMARY: Enforces the technical requirements for new
pipeline construction contracts; water distribution and sewer
collection system rehabilitation contracts; renewed service
connections; new house service connections; health hazards, paving
and landscaping restoration in close coordination with
administrative contract managers and performs related duties as
required. An employee in this class supervises subordinate
technical/inspection personnel who are assigned to a particular
Contract Manager while acting as the Commission's and the
Engineering and Construction Team’s representative in the field.
Work involves the application of sound construction management,
technical knowledge and judgment gained through extensive
experience in the construction field and assignments relating to
the enforcement of the above referenced contract types. Work is
performed under the general supervision of a Construction Manager
and in close coordination with the Administrative Contract Manager,
who represents WSSC by managing the administrative provisions of
the contracts. PRINCIPAL RESPONSIBILITIES AND TASKS: The following
statements describe the general nature and level of the work
performed. They should not be considered an exhaustive list of all
duties. Employees may perform other related duties as required.
ESSENTIAL FUNCTIONS: - Supervises employees including
recommendations for: selection, training, work assignments, and
evaluating work, counseling, disciplining, and/or termination or
recommending termination; - Enforces the technical provision
(standard specifications) of pipeline construction projects,
rehabilitation contracts including water main replacement and
cleaning & lining, sewer and water house connection renewals by
lining and open-cut, sewer main and manhole rehabilitation by
lining and open-cut, paving and restoration contracts; water and
sewer main relocation contracts; - In conjunction with the
Administrative Contract Manager, schedules and conducts
preconstruction meetings with contractor, sediment control
specialist, state, county and local agencies; - Supervises
Construction Inspectors on construction contracts, monitors
performance and documents disciplinary problems; - Reviews and
approves contractor’s current and final estimates, providing same
to the Administrative Contract Manager; - In concert with the
Administrative Contract Manager, prepares change and field orders,
which are issued by the Administrative Contract Manager; -
Recommends acceptance of work as being finally complete to the
Administrative Contract Manager; - Conducts and provides
constructability reviews and design critiques; - Conducts bid-ready
contract package reviews for all Commission water and sewer
pipeline and house connection contracts to ensure completeness; -
Meets with the contractor on a regular basis to resolve
construction issues and coordinate on bid item quantities for work
successfully completed; - Prepares and updates daily, weekly and
monthly reports; - Reviews and recommends revisions to General
Conditions, Standard Specifications and Standard Details; - Trains
New Inspectors. OTHER FUNCTIONS: - On 24-hour call to work
nights/weekends as warranted; - Receives, reviews and
approves/processes submittals, Closed Circuit Television Videos and
associated reports from contractor; - Performs other duties as
assigned. REQUIRED KNOWLEDGE, SKILLS, & ABILITIES: - Extensive
knowledge of the principles and practices of all types of pipeline
construction and rehabilitation (including, but not limited to
sewer lining and pipe bursting); - Proper inspection techniques,
and the materials and installation practices involved with pipeline
construction; - Knowledge of soils compaction methods and testing;
- Skill in making engineering computations, estimates and
measurements; - Basic line and grade practices; - Skill in
communications both orally and in writing; - Knowledge of basic
construction management techniques; - Ability to detect
construction faults and to appraise construction for quality and
physical depreciation; - Ability to work with contractors, state,
county, local agencies and the general public; - Ability to plan,
assign and supervise the work of technical subordinates. MINIMUM
EDUCATION & EXPERIENCE REQUIREMENTS: - High School diploma or
equivalent with 5 years inspection experience and 2 years of
progressively responsible para-professional civil engineering
experience at the senior inspector level; Education experience may
be reduce the number of years inspection experience required -
Contract Manager’s shall have managed four water or sewer contracts
in the past four years and have at least five or more years of
experience in water main construction/rehabilitation and/or sewer
mainlining, replacement by excavation and pipe bursting ADDITIONAL
REQUIREMENTS: - Candidates should possess a valid motor vehicle
operator's license with no more than 4 points - Obtain Erosion and
Sediment Control “Yellow Card” within one year - Obtain MD SHA
flagger certification within one year - Successfully pass the
Commission’s security background check - If certifications are not
obtained within one year of hire the employee will be released
PREFERENCE: - Experience in the water/wastewater industry. -
Possession of a Certified Contract Manager (CCM) certification -
Certification as a Project Management Professional (PMP) - ACI
certification; - Erosion and Sediment Control certification -
NASSCO Certifications (PACP, MACP, LACP and/or ITCP) - Water
Distribution System Operators Certificate - MDOT Certified Traffic
Control Inspector Job Type: Full-time Pay: $31.00 - $33.00 per hour
