              • The Branch Chief serves as FSIS lead in overseeing FSIS use ofAgency USDA financial management systems including SAP, Concur,MLinqs, and other systems.
              • Participates with the Director in overall planning andformulation of financial policies and programs in support ofFSIS.
              • Performs and serves as a subject matter expert onreconciliations and in-depth analysis of financial data toensure validity, completeness, and to determine and executecorrective actions.
              • Performs certification of functions of miscellaneousobligations, inter-agency agreements and payments.
              • Coordinates with Departmental and Agency officials to ensure theprompt payment of invoices.
              • Accounting for the funding provided to the States andUniversities by electronic fund transfer through the PaymentManagement System.
              • Certified Letter of credit authorizations to permit recipientsto draw-down federal funds.
              • Coordinates the Agency-wide debt collection and coordinate withthe US Department of Treasury's Offset program to collectdelinquent debts.
              • Reconciles all disbursement and collections processed throughthe financial system to generate and submit financial statements(i.e. SF-224, SF-133 etc.).
              • Analyzes functions to identify and correct accounting errors.
              • Manages the policy, implementation, execution, and monitoring ofGeneral Ledger Adjustments and Inter Agency Agreements.
              • Serves as a subject matter expert to provide technicaldirections, guidance and training to personnel on the day-to-dayoperations of performing financial documentation input, inquiry,analysis and reporting.
              • Monitors delinquent accounts and provide management reports ondebt collections. Reconciles all disbursements and collectionsprocessed through the Financial Systems to generate and submitfinancial statements.
              • Uses FSDW, GTAS treasure processes for reporting andreconciliation purposes.

                    • Knowledge of Budget Execution operations by entering appropriatebudget authority documenting to provide funding status of theAgency's financial position.
                    • Experience with development of performance standards forsubordinates and evaluating performances. Providing advice, counsel,or instruction to individual employees on both work andadministrative matters.

The applicant's background mustalso include one of the following:
                    • Twenty-four semester hours in accounting or auditing courses ofappropriate type and quality. This can include up to 6 hours ofbusiness law;
                    • A certificate as Certified Public Accountant or a CertifiedInternal Auditor, obtained through written examination; or
